12 dragons (4 each of White, Green and Red), considered rank 0, dragons have no suit.
The tiles 1-9 of the 3 suits (Bamboos, Characters, Circles), 4 of each rank.
12 winds (3 of each wind North, South, East, West), considered rank 10.
12 seasons (3 of each), considered rank 11, seasons have no suit.
To build all the tiles to the foundation piles.
| • | 12 foundation piles (top, in groups of 4 piles North, West, East, and South). |
| • | Each pile is built up from a dragon (0), then 1 thru 9 of the same suit, then a wind (10) and a season. Each set of 4 piles starts with the same type of dragon and ends with one of each season. |
| • | The 12 piles are divided into 3 sets of 4 piles, a set for each suit. A tile of each rank must be played to each pile of a set of 4 piles before any tiles of a higher rank can be played on that set of piles. That is, 4 dragons (each the same type) must be played before you can play any 1's to that set, then the 4 1's of that suit must be played before you can play any 2's, and so on. The 4 winds played to a set must be one of each wind, the 4 seasons one of each season. |
| • | 16 x 9 tableau grid (center, 16 tiles across, 9 tiles down). At the start of the game, the 144 tiles are dealt face up to the 16 x 9 grid. |
| • | Only tiles with the bottom (short) edge free are available for play (at the start, these are the 16 tiles in the bottom row). No building is allowed outside the 16x9 grid (no tiles can be built below the 9th and bottom row). However, tiles can be played directly on top of other tiles, forming levels vertically. The first moves are always moving tiles from the bottom row on top of tiles in the top row. |
| • | An available tile can be placed below another tile with a bottom edge free on the same level if it is one rank lower and of a different suit from that tile (building down of different suit). For example, a 3 of bamboos can be played below a 4 of circles. |
| • | An available tile can be played on top of another tile in the top row if it is one rank lower and of a different suit than that tile (building down of different suit). |
| • | Only a season tile (highest rank tile) may be played in an empty space in the top row. |
| • | Once a new level is started in the top row, tiles may be played to the bottom edges on this new level covering the lower level, but the only connection between levels is on the top row. That is, if you play a tile on the 2nd level in the 2nd row, it must be played to the bottom edge of a tile in the top row (building down of different suit). There is no connection to the tile in the 2nd row it is being played on. |
| • | Any one available tile from the tableau may be played to a cell. |
